    (Open) Keyframes move fractionally in time when a scene at a non-integer framerate is reloaded

    When working at 29.97 or 23.98fps for instance, keyframes you create move slightly in time after you save and re-load the scene.  'Fractional Frames' is OFF.

    To duplicate, clear the scene, set your framerate to 29.97 or 23.98, and add a null object.  Scrub to frame 20, move the object, and set a key.  Save the scene, and then load it back in.  Scrub to frame 20, move the object, and set a new key.  The motion path should make a sharp turn as there are now two keyframes very close together (see attached file.)

    You can see the time of the key shift by saving the motion path of the object before saving the scene, and again immediately after reloading it and looking at the motion files.

    Interestingly, I see the time change doing the above test when at 30fps, but do not actually get the double-key behavior in Layout.
